1. Introduction
The LearnTT – National Digital Skills Development Programme is administered by the Ministry of Public Administration and Artificial Intelligence (MPAAI).
This Privacy Policy explains how the LearnTT programme collects, uses, stores and protects personal information relating to individuals who participate in LearnTT training programmes or access LearnTT services.
The Ministry is committed to protecting the privacy of learners and ensuring that personal information is handled responsibly, securely and in accordance with applicable data protection requirements.
2. Scope of this Policy
This policy applies to individuals who:
- apply for LearnTT programmes;
- participate in LearnTT courses or activities;
- access LearnTT digital learning platforms;
- attend training at AI Centres; and
- participate in camps, workshops, or online programmes.
This policy applies to both adult learners and minors participating in the programme.
3. Information We Collect
Personal Information
The LearnTT programme may collect the following information:
- Full name;
- Date of birth;
- National ID details;
- Employment status;
- Declared disability;
- Accessibility (Connectivity and Ownership of a device);
- Contact information (email, phone number); and
- Address (where required for programme administration).
Programme Information
- Course registrations;
- Attendance records;
- Training progress;
- Certification records; and
- Programme participation history
Technical Information
When accessing online platforms, certain technical information may be collected, such as:
- IP address;
- Device type;
- Browser information; and
- System usage information.
This information helps maintain the security and functionality of programme systems.
Personal information collected shall be limited to what is necessary for the purposes outlined in this Policy.
4. Information About Minors
Some LearnTT programmes are designed for participants under the age of 18.
When minors participate in LearnTT programmes:
- parental or guardian consent is required;
- additional safeguards shall be applied to protect the privacy of minors; and
- personal information about minors is handled with an appropriate level of care and protection.
The Ministry does not knowingly collect information from minors without appropriate consent.
5. How We Use Information
Information collected through LearnTT may be used for the following purposes:
- registering learners for courses and programmes;
- providing training and learning services;
- communicating programme updates;
- monitoring participation and completion;
- issuing certificates or credentials;
- improving programme design and delivery; and
- evaluating programme outcomes.
Information may also be used for internal reporting and policy development.
All use of personal information shall be limited to legitimate programme-related purposes.
6. Third-Party Learning Platforms
Some LearnTT courses may be delivered through approved external learning platforms, including but not limited to:
- Cisco Networking Academy;
- Coursera; or
- other authorised training providers.
When learners access these platforms, limited information may be shared to enable course participation.
Each platform operates under its own terms of use and privacy policies.
The Ministry does not control and is not responsible for the privacy practices of such third-party platforms.
7. Sharing of Information
Personal information may be shared, where necessary, with:
- authorised Ministry personnel;
- approved training partners;
- programme implementation partners; and/or
- service providers supporting programme delivery.
Information will not be sold or shared for commercial purposes.
Where required, information may also be disclosed to comply with legal obligations.
Any sharing of personal information shall be limited to what is necessary for the intended purpose.
8. Artificial Intelligence and Automated Systems
Learner personal information will not be used to train artificial intelligence systems or automated decision-making tools without appropriate authorisation and safeguards.
LearnTT data may be analysed in aggregated or anonymised form to improve programme effectiveness.
9. Data Security
The Ministry takes reasonable administrative and technical measures to protect personal information from:
- unauthorized access;
- misuse;
- loss;
- alteration; and/or
- disclosure.
Security measures may include:
- access controls;
- secure digital systems;
- restricted access to learner data; and/or
- staff confidentiality agreements
While appropriate safeguards are implemented to protect personal information, absolute security cannot be guaranteed.
10. Data Retention
Personal information will be retained only for as long as necessary for the purposes of:
- administering LearnTT programmes;
- maintaining certification records; and/or
- complying with legal and government record-keeping requirements.
When information is no longer required, it will be securely deleted or archived. Retention shall be applied in accordance with applicable data protection requirements.
11. Learner Rights
Subject to applicable law, learners may have the right to:
- request access to their personal information;
- request correction of inaccurate information;
- request deletion of information, where legally permitted; and/or
- withdraw consent for certain uses of personal data.
Requests may be submitted to the LearnTT programme.
12. Changes to this Policy
This Privacy Policy may be updated periodically to reflect:
- changes in programme operations;
- updates in legal requirements; and/or
- improvements in privacy protection practices.
Updated versions will be published through official LearnTT channels.
