1. Introduction
These Terms of Use govern access to and use of the LearnTT platform and related services provided by the Ministry of Public Administration and Artificial Intelligence (MPAAI).
LearnTT provides digital skills training programmes, online learning services and related educational resources.
By accessing or using the LearnTT platform or related services, you agree to be bound by and comply with these Terms of Use.
If you do not agree with these Terms, you must not use the LearnTT platform.
2. Definitions
For the purposes of these Terms:
LearnTT refers to the National Digital Skills Development Programme operated by the Ministry.
Platform refers to any website, portal, or digital learning system used by LearnTT.
User refers to any individual who accesses or uses LearnTT services.
Learner refers to an individual who has registered for a LearnTT training programme.
Designated Partner refers to an organisation authorised by the Ministry to deliver services or support LearnTT programmes.
3. Eligibility
The LearnTT platform is intended for individuals who:
- are residents or citizens of Trinidad and Tobago;
- register for training programmes offered through LearnTT; and
- comply with these Terms of Use.
Certain programmes may require additional eligibility criteria.
Participation by minors may require parental or guardian consent.
4. Changes to These Terms
The Ministry reserves the right to update these Terms of Use from time to time.
Updates may occur to reflect:
- changes in programme operations;
- legal or regulatory requirements; or
- improvements to the platform.
The most current version of the Terms will be published through official LearnTT channels.
Continued use of the LearnTT platform following any updates constitutes acceptable of the revised Terms.
5. Access to the Platform
The LearnTT platform is provided to support digital skills training.
While the Ministry aims to ensure reliable access, the platform may occasionally be unavailable due to:
- system maintenance;
- upgrades;
- technical issues; or
- operational requirements.
The Ministry does not guarantee uninterrupted availability of the platform.
The Ministry shall not be liable for any disruption or unavailability of the platform.
6. User Accounts and Security
Users may be required to create an account to access certain LearnTT services.
Users are responsible for:
- maintaining the confidentiality of login credentials;
- protecting account passwords; and
- notifying LearnTT if unauthorised access occurs.
Users must not share login credentials with others.
The Ministry may suspend accounts where misuse is detected.
Users are responsible for all activities conducted under their accounts.
7. Acceptable Use
Users must use the LearnTT platform responsibly and lawfully.
Users must not:
- engage in unlawful or fraudulent activities;
- interfere with platform operations;
- access systems without authorization;
- transmit harmful software or malicious code; or
- harass or threaten other users.
Violation of these rules may result in suspension of access.
8. Cybersecurity and System Protection
Users must not attempt to:
- gain unauthorized access to systems or databases;
- interfere with platform functionality;
- conduct denial-of-service attacks; and
- distribute viruses, malware, or harmful software.
The Ministry may report cyber offences to the appropriate authorities.
9. Intellectual Property
All content on the LearnTT platform, including:
- training materials;
- text;
- graphics;
- videos;
- software; and
- databases;
is protected by intellectual property laws.
Unless otherwise stated, such content remains the property of the Government of Trinidad and Tobago or its designated partners.
Users may not reproduce, distribute or use materials for commercial purposes without permission.
Nothing in these Terms grants users any ownership rights in LearnTT content.
10. Third-Party Services
Some LearnTT programmes may involve services delivered by third-party platforms such as:
- Cisco Networking Academy;
- Coursera; or
- other approved learning providers.
Use of these platforms may be subject to their own terms and privacy policies.
The Ministry does not control and is not responsible for the content, availability or practices of third-party platforms.
11. Personal Information
Users may provide personal information when registering for LearnTT services.
Such information is handled in accordance with the LearnTT Privacy Policy and the Data Protection Act Chapter 22:04.
Users must ensure that any personal information provided is accurate.
12. Artificial Intelligence and Automated Tools
Learner information collected through LearnTT must not be used by users or third parties for:
- training artificial intelligence systems;
- automated profiling; and
- machine learning development;
unless explicitly authorised by the Ministry.
13. Limitation of Liability
The Ministry provides LearnTT services to support digital skills development. The LearnTT platform and services are provided on an ‘as is’ and ‘as available’ basis.
While reasonable efforts are made to maintain accurate information and reliable services, the Ministry does not guarantee that:
- the platform will always be available; or
- content will be completely error-free.
Users are responsible for evaluating how they use information provided through the platform.
To the fullest extent permitted by law, the Ministry shall not be liable for any direct, indirect, incidental or consequential loss arising from the use of the LearnTT platform of services.
14. Suspension or Termination of Access
The Ministry reserves the right to suspend or terminate access to LearnTT services if a user:
- breaches these Terms;
- misuses programme resources; or
- engages in unlawful activity.
Appropriate actions may include warnings, account suspension, or removal from programmes.
15. Governing Law
These Terms of Use are governed by the laws of the Republic of Trinidad and Tobago.
Any disputes arising from the use of the LearnTT platform shall fall under the jurisdiction of the courts of Trinidad and Tobago.

By accessing or using the LearnTT platform, users acknowledge that they have read, understood and agree to these Terms of Use.
